As a matter of convenience, members of the public are invited to listen, observe and participate in public meetings by Internet video conference.  Presenters and others interested in a particular matter for discussion are encouraged to attend the meeting in-person.  The City is not responsible for technical issues that may occur that interfere with the virtual meeting.  The City Council, at its sole discretion, may proceed with its in-person business meeting regardless of whether virtual attendees can hear and/or observe the proceedings.  The City intends to make the meeting available by way of the Zoom app (re: Meeting ID 801-559-1126, password 10252021). Unvaccinated in-person attendees are asked to mask.
  1. Consideration: Resolution recognizing retiring Police Chief Theodore Cook.
  2. Consideration: Resolution appointing James A. Loggins Police Chief effective October 26, 2021.
  3. Judge K. C. Hairston to administer the oath of office to the newly appointed Police Chief.
  4. Approval of the minutes of the October 11, 2021, regular meeting of the City Council
  5. Consideration: Resolution approving a six (6) month extension through March 31, 2022, for the two parking lot leases in English Village (re: Resolution No. 2016-145).
  6. Consideration: Resolution authorizing the execution of a contractor agreement between the City and Enviro Management Company, Inc. with respect to the purchase and installation of a surge tank for the City’s wastewater treatment facility located at the high school complex.
  7. Consideration: Resolution authorizing the creation of a Senior Planner position for the Department of Planning, Building, and Sustainability.
  8. Consideration: Resolution authorizing the renewal of the Digital Publishing Platform license provided by Communico, LLC to the O’Neal Library (re: Resolution No. 2017-130).
  9. Consideration: Resolution authorizing the execution of an agreement for [tax and license] examination services between the City and RiverTree Systems, Inc.
  10. Consideration: Resolution awarding the bid for the purchase of a 2021 Dodge Charger sedan in the amount of $38,854.50 to Voyles Automotive of Birmingham having submitted the only bid and having determined that the vehicle specifications have been satisfied.
  11. Consideration: Ordinance changing the upper parking lot time restrictions in English Village from 4-hour to all-day parking.
  12. Comments from residents and attendees.
  13. Announcement: The next regular meeting of the City Council is November 8, 2021, at 7:00 p.m.

  4. Consideration: Resolution authorizing the execution of a Purchasing Agreement with North Alabama Cooperative Purchasing Association.
  5. Consideration: Resolution authorizing the execution of the following service agreements:
    a. All In Mountain Brook
    b. Birmingham Zoo
    c. Birmingham Botanical Society
    d. Jefferson Blount St. Clair Mental Health Authority
    e. Prescott House
  6. Consideration: Resolution authorizing the execution of the engagement letter for the financial and compliance audit of the City as of and for the year ended September 30, 2021.
  7. Consideration: Resolution authorizing the execution of an ADECA CDBG-CV Local Government Agreement between the City and Jefferson County Commission with respect to its ADECA CDBG-CV grant application.
  8. Consideration: Resolution declaring a 2004 Spartan Fire Pumper used by the Fire Department surplus and authorizing its sale to Palmerdale Fire District.
  9. Consideration: Resolution authorizing the agreement between the City and the Alabama Department of Revenue providing for the exchange of tax returns and information.
  10. Comments from residents and attendees.
