As a matter of convenience, members of the public are invited to listen, observe and participate in public meetings by Internet video conference. Presenters and others interested in a particular matter for discussion are encouraged to attend the meeting in-person. The City is not responsible for technical issues that may occur that interfere with the virtual meeting. The City Council, at its sole discretion, may proceed with its in-person business meeting regardless of whether virtual attendees can hear and/or observe the proceedings.   2. Board of Education update-Superintendant Richard Barlow
  3. Approval of the minutes of the September 12, 2022, regular meeting of the City Council.
  4. Consideration: Resolution authorizing the sale or disposal of certain surplus property.
  5. Consideration: Resolution increasing the salary schedule for all classified, unclassified and part-time employees by four and one-half percent (4.5%) effective October 11, 2022, and increasing the compensation for contract security services for the City’s Public Works facilities, the City Prosecutor, and Municipal Judges by four and one-half percent (4.5%) effective October 1, 2022.
  6. Consideration: Resolution recommending to the ABC Board the issuance of a 020-Restaurant Retail Liquor license to Real and Rosemary Crestline LLC (doing business as Real and Rosemary) located at 75 Church Street, Mountain Brook, AL 35213
  7. Consideration: Resolution authorizing the execution of an engagement letter for the financial and compliance audit of the City as of and for the year ended September 30, 2022.
  8. Consideration: Resolution authorizing the execution of an engagement letter for the retiree medical other post-employment benefit (OPEB) plan
  9. Consideration: Resolution authorizing the execution of an agreement between the City and Alabama Power Company with respect to the City’s use of APCO facilities for License Plate Recognition services in the interest of public safety
  10. Consideration: Resolution authorizing the execution of a service agreement with Jefferson Blount St. Clair Mental Health Authority
  11. Consideration: Ordinance adopting the City’s budget for the fiscal year beginning October 1, 2022 and ending September 30, 2022.
  12. Consideration: Ordinance increasing the salary of the City Manager by four and one-half percent (4.5%) effective October 11, 2022, and amending the related employment agreement
  13. Consideration: Ordinance amending Chapter 14 of the City Code with respect to the business license tax issue fee.
  14. Comments from residents and attendees
  15. Announcement: The next regular meeting of the City Council is October 10, 2022 at 7:00 p.m.

  10. Consideration: Resolution accepting the proposal submitted K&K Systems with respect to the installation of crosswalk warning signs with LED flashing lights at Montrose Road and Mountain Park Drive.
  11. Consideration: Resolution authorizing the contractor agreement between the City and Civil & Structural Solutions, LLC with respect to the roof repair on the Parks and Recreation building.
