3. Resolution expressing appreciation to Joseph Schilleci for his service on the Finance Committee.
4. Resolution expressing appreciation to Paige Daniel for her service on the Finance Committee.
5. Approval of the minutes of the September 8, 2025, regular meeting of the City Council.
6. Approval of the minutes of the September 22, 2025, regular meeting of the City Council.
7. Approval of the minutes of the September 30, 2025 special meeting of the City Council.
8. Consideration: Resolution authorizing the execution of the audit engagement letter with Carr, Riggs, & Ingram LLC.
9. Consideration: Resolution authorizing the renewal of a franchise agreement with Southern Light.
10. Consideration: Resolution authorizing the execution of a franchise agreement with Unity Fiber.
11. Consideration: Resolution authorizing the sale or disposal of certain surplus property.
12. Consideration: Resolution declaring certain property as surplus and authorizing its donation to the Kingdom Volunteer Fire Department.
13. Consideration: Resolution authorizing the execution of the following agreements:

    b. Birmingham Zoo

    d. Jefferson-Blount-St. Clair Mental Health Authority.
14. Consideration: Resolution authorizing a contract with Communico with respect to the O’Neal Library.
15. Consideration: Resolution awarding the landscape maintenance services bid for the commercial villages, The O’Neal Library and the municipal complex.
16. Consideration: Resolution executing the professional service agreement with Skipper Consulting with respect to on-call traffic engineering services.
17. Consideration: Resolution of the Board of Commissioners of the E911 District adopting the budget for the fiscal year beginning October 1, 2025 and ending September 30, 2026.
18. Consideration: Ordinance to amend Chapter 26, Article IV of the City Code of the City of Mountain Brook, to increase the sales and use tax rate.
19. Consideration: Ordinance adopting the City’s budget for the fiscal year beginning October 1, 2025 and ending September 30, 2026.
20. Public Hearing: Consideration of an Ordinance amending Article XXIII of the Code of Ordinance of the City of Mountain Brook with respect to Home Occupations.
21. Comments from residents and attendees.
22. Announcement: The next regular meeting of the City Council is October 20, 2024 at 7:00 p.m.
